Optical malady
In low light, inanimate objects seem to be moving. Also, looking at a
ceiling, I see oscillating thin, fibrous, strings. And when I hold my hand
at arms length, my fingers wiggle.

Welcome @paul1943, this sounds a little like oscillopsia. You might want to ask your doctor thought. I'm not an eye specialist.
