First I'd make an appointment with a Neurologist. Since her insulin level is off I would make an appointment with Endocrinologist. Also perhaps see what a Gynocologist has to say. I believe that there are are Neurogynocologists who might have a unique perspective.
But you need and should demand answers from the so-called professionals you are paying. You daughter needs an EEG, MRI of the brain, and blood tests.
You mentioned a sleep study. are you sure it was a sleep study and not an EEG. If your daughter has seizures around the time of her cycle and a regular EEG was normal I'd ask for an Ambulatory EEG during the time of her cycle or if she always has seizures prior to or after the flow do it at that time.
As @alexm1994 mentioned a seizure diary would be beneficial.
Memory loss unfortunately is very common in Epilepsy patients. Both seizures and anticonvulsants can cause it.
When your daughter has a seizure does she fall to the ground and have convulsions.
If not can you share what happens during the seizure?

She when she has a seizure they always happen early in the am so Ive never seen how she gets on the ground. and she doesnt convolts she is stiff as a board and twitches a little be but after words she is so sick puking and her eye sight is all messed up, she says things that are backwards Like "I Cant feel", But she means "I cant See," Its almost like she is have a really bad migraine, She has had a cat scan and a EEG the cat scan came back normal the EEG came back abnormal but they didnt know why and they just said she is epeliptic, no meds no answer no nothing, I think its Her hormones and possible a migraine , I seen a couple seizures and hers are nothing like these one which all are different but... Blood comes back normal the only thing is that her Insulin is super high

She Only has one of these like every 6-8 months and before as long as she was on birth control she didnt have one at all. But still had the little black outs, but they only last 2-3 seconds and she can go right back to what she was doing

Perhaps your daughter has other seizure triggers besides her period which are causing those seizures?
I have temporal lobe epilepsy and period is one of my triggers. With the birth control pill, I have controlled/eliminated the seizures I had during my periods. But I have other seizure triggers besides that such as poor sleep, anxiety, etc. As @jakedduck1 has well recommended, I would schedule an appointment with a neurologist/epileptologist to understand the kind of epilepsy your daughter has and start a treatment for it. The Epilepsy Foundation, also recommended by @jakedduck,1 has helped me much in understanding my epilepsy.

My daughter Has Seizures was diagnosed with epilepsy.. But that's all no meds just hey you have seizures. Any insight on where to go next she is 17 never had seizures, til she started her periods she has a period she has a seizure every time. Put on birth control seemed to work for the last 3 years and then Friday the 11 of march 2022. Had a seizure, I feel like I'm back to square 1. Please any help would be greatly appreciated

Did they test her levels of glucose to see if it was related to the high insulin level? Do you know if she eats lots of sweets or high carb content food or does she prefer sugar free food and drinks? I'm curious because I'm looking for what causes my seizures and high insulin levels was of interests on mine, even though it is self induced for me since I'm a type 1 diabetic.

I was wondering if you could help @hoochinmama regarding seizures.
Her daughter's insulin level is high. I was curious if a high insulin level could cause hypoglycemia and cause her glucose to fall and lower her seizure threshold.
She has seizures just prior during or after Menstruation. I was wondering if between the menstruation and the insulin issue whether or not it could be enough to lower her seizure threshold to have a seizure. I was also wondering if she could be insulin resistant.
I know both high & low blood sugar can cause seizures not sure about the necessary tests or exactly sure how the insulin affects the blood sugar and the like.
Any help you may be able to provide would be greatly appreciated.
