What can cause something that shows rash on ankles

I am wondering what can cause something that looks like a rash or bruising on the sides of my ankles, on both ankles, inside and outsides.
It almost looks like veracious veins, but it is under the skin, does not itch, nothing on top of the skin. It has been getting smaller, but it is still there. I work on my feet all day, good socks, I keep my foot dry, it started about a year ago.
Can being pre-diabetic have any thing to do with it?
Currently it is about 1/2 the size that it was.

@atocrxr, you're right to be asking these question. This can be a sign that you have an underlying condition that needs medical attention. It's important for you and your doctor to uncover and address the cause. Conditions such as diabetes, blood vessel disease, or high blood pressure will be investigated or ruled out. So you're hunch about pre-diabetes might be on the right path.
