What causes stroma and/or fibroblast around pancreatic cancer cells?

What causes stroma and/or fibroblast(?) around pancreatic cancer cells? My scans show soft stringy tissue around several blood arteries/veins causing vessel “encasement and obliteration”. Sounds like the stroma, etc protects cancer cells from effective treatment. Any thoughts?

I have read similar information. It appears that this can prevent / reduce the effectiveness of chemo in some patients.

I also understand that lots of research and drug development is focussed in addressing this specific issue. Ie break down the stroma / fibrosis then do chemo
