I masturbated with handsoap (Dawn) as a lubricant I looked at my penis just now and it had like dry skin and was stiff around the tip my foreskin. Is this normal? How do I fix I'm 14 so nervous to ask my dad

One home remedy mentioned is coconut oil - "Coconut oil offers a natural way to reduce skin dryness all over the body, including the penis. People can also use it as a massage oil or natural lubricant. Your dad might surprise you if you give him a chance. Do you have any coconut oil available to try?

You likely have irritant dermatitis from soap and friction.
Use hydrocortisone cream or ointment several times
a day for a few days. It is available generic over the
counter at your drug store for about 6 dollars or less.
Use only mild soap like Dove in the shower.
You should get better in a few days. There is a nuisance
skin condition called seb derm that could be going on
if the dry scaly appearance continues.
Best lubricants that are safe and nonirritant are mineral
oil, Vaseline, KY belly, or aquaphor.
Don’t be embarrassed to see a dermatologist. They are available in both varieties male or female.

Treat the irritated skin - I'd first try coconut oil.
Don't ever masturbate with soap.
Coconut oil is just dandy for lube as well (either solo or with a partner, presuming there isn't a condom involved)
As a general suggestion, make sure you don't develop a habit of gripping too tightly.
