Can high red counts just be normal?

Hi. Is it possible to have 49.6 hct, 16.2 hb and 5.38 rbc (all over top of ranges) and epo of 3.6 (bottom of normal range) and not be at risk for clotting or stroke? I’m female, 47 and jak2 negative. Others with a PV diagnosis are to keep hct under 44. How can it be ok for me to hover around 50? Thanks for any insight offered.
