I don’t understand what they’re getting at here. Potency usually means being able to get somebody pregnant. After a prostatectomy, you cannot get somebody pregnant the usual way.
You could have the sperm removed using IVF procedures, But you can’t do it with sexual relations.

Potency is in medical literature term used for "being able to have an erection". Actually in Europe we say that man is "potent" if can have erection and sexually impotent if he can not have an erection.
