Eustachian tube issues, vertigo type symptoms, even black outs

Eustachian tube issues. I was in a terrible car accident when I was 8 years old, and had 44 stitches from behind my left year, down under my chin. Started having inner ear issues in my teens, and then things got progressively worse. I was told by an old family doctor, that my eustachian tube may be partially, or completely blocked, and I have extreme ear pressure as a result. I've gone to an ENT, tried tubes in the ear, medication, nothing works. Had balloon procedure done in February, and it seemed to really help, until just a few days ago. I'm looking for options. Can a tube be put in the tube, to keep it open?
