Constant fluid flowing near right ear. Fluid does not drain out.

Anyone have symptoms of fluid draining internally around ear? Have had CT scans. Ent, tube in ear, maxiofacial and neurology consults. It's been 1 year and it is mentally distressing. No headaches neck sore at times.
