Is Transdermal HRT ok if I had a blood clot 16 years ago?

I have terrible insomnia and night sweats. My doctor put me on Gabapentin vs transdermal HRT because I had a blood clot due to Pneumonia complications. I also tested negative for a blood clot disorder. He said no to transdermal HRT but I have read it is safe as it's through the skin. Gabatin seems much worse. Any advice? Kaiser in California seems to turn many people away from all HRT

I had a Tia at age 61 I was on estrogel with no issues . If you have a uterus you have to take a Progesterone 100mg at bedtime. I just went off the HRT last October because I was diagnosed with early stage dcis that's not . the reason I got dcis
Now I am on vagifem it's great. It's a tiny pill you insert into your vagina

Are you in the United States? If so, what is your insurance carrier? I just seems like the United States is not pro hrt with a history of blood clots as Europe. That’s where all the recent studies that show that patches, gels, and suppositories work
