SCAM alert for Neuropathy treatment

Why is it legal for AI created videos to sell products for neuropathy supposedly endorsed by Dr. Phil, Dr. Oz and others? I always check to see if they are scams and so many are. Not sure why they are not prosecuted and put out of business.

We found a chiropractor that after examination stated to me and my wife, "I can't cure your neuropathy, but I think I can help the flow of blood and increase the nerve action to help alleviate some of the pain". We tried a few sessions before committing to the entire program. She felt some progress so we then went with his program. So far she reports positive results.
