I would like to have a second opinion regarding the treatment for renovascular disease How can I get a second opinion from a specialist

My husband has left kidney completely with stenosis and atrhrofic
The right kidney has mild stenosis of the proximal artery " Right renal artery angiogram demonstrates patent artery without significant stenosis by angiogram"
By Novartis, Entresto is not a good option for kidney stenosis. The doctor ordered Entresto and the physician said is ok because the right kidney has mild stenosis and the left kidney is atrophic

His Creatinine is 3 and the GRF IS 20 Can he take Entresto ? or will be the worst option for his kidney?
