Pain in left big toe after 3.5 month of surgery

My daughter, 20 years old had hallux nail incurvation surgery on both toes. Right toe healed and no pain. But after 3.5 month she still has pain, limping while walking, so.etime shooting pain. Her life become miserable, she think to drop out from college because of pain. So far did 3 MRIs. Basically saying about bone and tissue swelling, edema like that. She is young, why one toe healed and not other one. Why pain and sweat going away. We did nuclear scan for osteomyelitis and it was negative. How long it is going to take to heal, walk normally,go to gym and do daily activities? Can someone help or guide me. We are not sure what to do next as her surgeon saying it can take time but I can't believe him.
