Male genital itching, what's causing this?

For context, I'm a 28 year old male and live in Arizona.

Around mid-June I started to notice one day that my genitals starting to itch (specifically the base of my penis and the surrounding area where my thigh connects to my groin along with my waist band where my underwear sit.) At first I thought it was just a standard itch but I've noticed it's not gone away almost a month later. As for my skin itself, there are no indications of any rash (so no redness, hives, bumps) and I have no scaly skin or abrasions that would indicate something else. Basically upon a simple inspection I look completely normal.

I've tried using anti-fungal creams to see if that could help and it hasn't. I tried switching to a sensitive bar soap and it's kind of helped but the itching still persists. I haven't switched up anything at home so no new underwear, bedding, laundry soap, etc. My mind immediately went to it being an STD and when I did a full panel this past week everything came back negative (keep it noted that my sexual partner has no symptoms or concerns and is also negative for everything as well) so an STD seems mostly ruled out. I did consider it being scabies but again, I have no symptoms that would indicate that aside from itching and my partner has no issues whatsoever either.

At this point I'm going crazy. Living in Arizona I do get hot/sweaty and my job is a sit down desk job so maybe that's suddenly contributing? Could this be stress related? Maybe me constantly worrying about it is making it worse? I haven't made another doctor appointment yet as I'd like advice before going that route.
