Incarcerated loved one

How can the Department of Corrections deny an inmate of proper medical care? Including preventative measures and procedural methods availabile to ANYONE who is under the supervision and care of a Governed Facility, RIGHT? My father pasted away from a disease of his digestive system in 2016. He would die just finding out he had stage 4 terminal cancer from bleeding rectally after 4 months postdiagnosis. Now his son, my oldest brother who was committed to the department of corrections for 4 years now, is having those very same symptoms!!! And he still hasn't gotten seen for his symptoms by a Dr., which I might add has been ongoing since 2021! I have called, left messages for these people, never to have 1 returned for months and months after he had to go through their channels, or the joke they call internal communication within the prison itself, for the greater part of the 2 years since he began noticing the bleeding was getting more and more frequent. Please someone, ANYONE, help me somehow get him the proper care anyone under someone else's control unwillingly have a RIGHT to! MEDICAL TREATMENT SHOULDN'T BE UNDER THE DESCRESTION OF UNQUALIFIED NON-MEDICALL UNLICENSED PRISON GAURDS WHO BULLY DEFENSELESS INMATES AFTER THEY THROW THEM IN SOLITARY CONFINEMENT AND DAMAGE THEIR PROPERTY AFTER!
THIS IS UNJUST, AND CRUEL TO THE CORE.

I agree with @rfherald but I’d also call the department of corrections and my state & federal congress & senate representatives.
