How to get second opinion in the USA for international patient

Hello,
My mother (age 65) has been managing cirrohsis of liver due to auto-immune since last 18 years. On july 9th she vomited blood due to varices rupture and was treated with endoscopic banding. After spending 9 days in hospital she returned home . The incident happened again yesterday and she is back in ICU. We are awaiting another endoscopic banding procedure. She lives in India. I want to get second opinion in USA from experienced and top provider. Online search tells me sinai, mayo clinic, cleveland clinic are one of the best. Need help on 1/ identifying best approach and provider for second opinion and also probable cost as she does not have insurance in US. 2/ need help on learning if you have faced similar situation and how to navigate. Doctors just jump to liver transplant without discussing any other paths.

I cirrhosis, and an episode of bleeding varices years ago before my transplant. I hope that your mother will be able to get a second opinion as to the best treatment.
