I have drafted a letter explaining my financial situation and offering a one time payment to cover my medical responsibilities. Could someone please provide me with a name and address of the person who is best suited to help me with this at Mayo Clinic Rochester? Thank you very much.

I don't think you will find one unless you specifically call and talk to them. Have you tried calling the billing number during their normal business hours?

Call Patient Account Services toll free at 844-217-9591 Monday through Friday.
Arizona 8:00 a.m. to 5:00 p.m. Mountain time
Florida 8:00 a.m. to 5:00 p.m. Eastern time
Minnesota 8:00 a.m. to 5:00 p.m. Central time

Okay. I will call and ask who and where to send my letter. I just worry it will get lost in red tape and I won't get any response.
