My primary care doctor's office has a nurse they assign to be the health care manager. Deductions on assignment may vary from state to state. Perhaps start with the office manager at your primary care to be connected.

the main purpose would be to find suitable doctors,
but when the manager is associated with one doctor, then
other doctors might be unwelcome "competition"
