Acute urinary retention after radiation and hormone blockers - help?

My friend has metastatic prostate cancer and has had radiation, hormone therapy and oral medication. Cannot urinate. Has had catheter in and out several times. No sustained success. Urologist has not been helpful. Anyone with experience or treatment for this?
I have been fortunate to have had non-meta pc and had RP last August. My friend has not been as fortunate.
