Legs swelling on and off all day

My legs have started swelling on and off during the day. When I wake in the mornings no swelling at all. Then it starts again. It seems to be the lower part of my leg. Not ankles or feet.
Any idea what this could be?

I have swelling of my ankles and was told to wear compression socks because my veins were not working properly. I am takin a diuretic which seems to help, but sure am tired.
