I never heard of that. I'm pretty sure my doc hasn't either! She and I both use it there.

I saw it as a warning on the box. I bought it for osteoarthritis in my shoulder so wound up giving it away.

My rheumatologist told me that acetamenophin is the preferred pain killer for arthritis. two 325 mg pills vs. the extra strength pills. He said Voltaren is not as strong as an orally taken NSAID. At that time I didn't know about the shoulder/neck warning so I didn't ask him. The acetamenophin works pretty good for me. I also use ultrasound on my shoulder/bicep area when it's especially painful.
