Perhaps your daughter has other seizure triggers besides her period which are causing those seizures?
I have temporal lobe epilepsy and period is one of my triggers. With the birth control pill, I have controlled/eliminated the seizures I had during my periods. But I have other seizure triggers besides that such as poor sleep, anxiety, etc. As @jakedduck1 has well recommended, I would schedule an appointment with a neurologist/epileptologist to understand the kind of epilepsy your daughter has and start a treatment for it. The Epilepsy Foundation, also recommended by @jakedduck,1 has helped me much in understanding my epilepsy.
