I can see you care about your friend and are looking for ways to help him. I can't imagine living as a refugee and not having access to good health care that he can trust. Although ulcerative colitis usually isn't fatal, it's a serious disease that, in some cases, may cause life-threatening complications. I sincerely hope your friend gets the medical attention he needs and deserves.
