Could starting HRT 12 years after menopause be beneficial for bones?

I am 62 and went through menopause 12 yrs ago. I am on no medication, exercise every day and eat healthy. My ONGYN and another doctor in a menopause clinic both told me it’s too late to start HRT. My endocrinologist wants me to go on Envenity as soon as possible since my left hip is a -3.1. I have not had a fracture. Have read about women starting HRT later and also taking meds to build bone. Any suggestions?
