Getting someone with cognitive/judgement issues to understand and change is often not possible. I’d consult with an attorney to get guidance on getting legal authority to control and manage the finances. Then you can place them out of his reach and control for safety reasons. Even if clear minded at times, if he has episodes as you describe, it could cause catastrophic damage to your marital assets.

@celia16 Thank you so much for your insight. I do have my name on our financials as the main decision maker . I just worry that some one, Scammers and the dark web can cause havoc in ways I haven't thought of.
