@sueinmn I am applying for spousal refusal. He is over 65 and gets Social Security. He has no money and I can't risk my savings I will be wiped out for help. That is why I am trying to get him on medicaide.

@aimeefink This is exactly what Medicaid is for, so please apply. If he is a Veteran, even without a service-connected disability, you could contact them as well. We winter in a senior community, and many of our Vet's are eligible for help with aspects of daily living, from personal care and laundry to home PT and even transportation to appointments. And, some Veterans' organizations offer "adaptive" recreation.
