Welcome to Mayo Connect. You had me for a minute there - I thought you were asking about measuring circumference and a tape measure would be the tool of choice. But - if you are trying to measure function - the ability to flex or extend, the goniometer would be the better option. Neither will measure strength however, that would require a dynamometer or a manual test by a doctor or therapist.

Thank you for responding. Actually my question was, which is the most accurate to measure atrophy of the leg, goniometer or tape measure. V.A. does not use a tape measure, they assess atrophy via measurements and function of flexion/extension , with a goniometer.
