My answer to your question is yes you should consider. Seems you already are considering by posting your question. You owe it to yourself to find out your options, then you can decide if that is what you want to do. I'm not walking in your shoes, I have no idea how I would handle it, if and when it should arise for me. I send hugs and prayers to you. Best to all.

I think that radiation and a short treatment of ADT would be benificial

Consider treatment because without the decline from untreated cancer can be slow and painful. You may be able to avoid ADT. You might have your md order an AI test done on your 13 year old biopsy material https://artera.ai to better understand any advantage. ( thanks @Kujhawk1078 ) The test is completely free with Medicare Part B. You don't have to do anything except get the medical provider to order it. And you get the results within 3 days.
You may be having local recurrence best addressed by radiation.

ONCOLOGISTS wants chemo after bone and CT scans

Ideas please

Definitely your call of course, I'm one of those, good or bad, if Dr says we should be doing this, then let's have at it. I got the chemo after my mri, psa at the time was 936, had no idea what that meant. I had 10 rounds of chemo, not the best time of my life, but you get through it and move on. I don't particularly care for the side effects from the meds we take but nothing compares to the pain I had in my leg, which stopped after starting treatment. Best to you.

What is the cause of the rise in PSA? May be you should have a PSMA PET scan before doing anything?
