After reading this report I tried Benadryl and it helped enormously with shortness of breath and exertion intolerance. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8820139/
Make sure any rehab program is geared towards long Covid. The typical pulmonary rehab takes a “ramped” approach, which causes severe crashes for many people with LC.

Have you considered seeing a pulmonologist or getting a pulmonary function test? I have a similar issue and my PCP ordered the test to see if we can figure out the cause.
Steroids cause some nasty side effects with long-term use at high doses, so I didn’t want to do that.
There is also pulmonary rehab (like PT, but for breathing) to optimize how the muscles are working together. If you wanted to do something DIY at home, there is a tool called The Breather (can get it on Amazon). It’s used to inhale and exhale against resistance, kind of like weight lifting for your breathing muscles. My father has dysphagia and it’s been helping him since he got stronger.
