Post cancer clavicle radio necrosis

How can I determine what department to help us with my husbands comminuted non union displaced clavicle break 15 years post pancoast tumor NSCLS lung cancer.

Clavicle Break is 1 in from radiation target tattoo.
59 year old Husband’s clavicle broke carrying groceries. 15 months later Stanford and UCSF have no solutions. 90 days Bone stimulator did not work.

Pain and break is worse 15 months later. Left shoulder winged due to rib and muscle removal. Looking for treatment options. Not sure if radiation oncology or orthopedics is the right departments.
