I dont know your income or medicare coverage but this is a waiver that will allow you to receive various services and treatments.

Cognitive issues and even learning issues caused by head injuries or a pre existing trauma of any kind can be treated . I worry that you are presenting pretty significant descriptions for your injuries being so long ago... have you considered a rehabilitation center for brain or neurological because they have programs designed to combat the trauma and thoroughly make sure you arent developing dementia etc as your risk is higher after an injury and mental health medications.

It may be worth applying for the waiver and having in home intensive for tbi and brain strengthening . Memory loss and learning retention or even coexisting is so common but you qualify for care based on your age, trauma, symptons, and diagnosis you may truly benefit so it doesnt progress quickly.....by presenting symptoms for so long : trauma can manifest and dementia risks are so much higher. Private organizations will even send you on intensive tbi retreats which are considered luxury with high yeild neurological, diagnostic, rehabilitative and patient centered care that you can truly see life changjng differences in: and most of them offer financial or charity plans and if they dont you qualify for case managenent and authorization via state funding on a case by case basis. you can get.
