It's all about tradeoffs when choosing a place to live.
Good weather all year often means hotter weather in summer. Arkansas is less polluted than the Dallas Metroplex but certainly has heat & humidity in summer - and quite a lot of rain, sub-freezing days and chance of ice in winter.
Housing costs are certainly lower than Plano, but medical care would almost certainly be less accessible, and ranks lower in most rating systems.
It is wonderful that you like to do research, so you can study all the features that are important to you. For example, taxes are fairly low in both states, but Texas has a far better road system, more update infrastructure like water, sewer, etc... And access for your family via airlines is more difficult in Arkansas than Texas...

We have decided that as long as we are able, we will divide out time between Texas (for the winter weather, area history & activities and our large group of friends) and Minnesota (for proximity to family, access to medical care and better services for aging people) This matches the pattern chosen by 3 generations of my family - with a fourth looking to follow us when they retire.

I had a neighbor that was from the very bottom of Texas, Brownsville I think. I live in a small coal mining community in Northeastern Pennsylvania. We called him a snow bird because he’d come up here for the summer and then for the winter, he’d go back to Texas. The best of two worlds he’d laugh. He was from Texas and proudly had his Texas flag out. The living cost is low here, one of the top 50 hospitals in the United States is 20 miles away, taxes are low, the both interstate highways are only 8 & 23 miles from me. The educational system are good to excellent, with many high school sports rivalries between local teams year round, with many state championships. We also have elderly housing with high rises or individual units. I’m living in a high rise right now which has 100 apartments. An there is plenty of hunting, fishing and other activities in the area and we also have Knoebel’s Amusement Resort and Campground just 10 miles away. Weather is typically 90 in the summer and 20 to 30 in the winter. Local bus and taxi service are available, with a state run elderly transportation system for medical appointments, free over 65, a small charger for under. Major shopping centers are within 10 to 25 miles. Now you see why my neighbor loved it here, sadly he got I’ll and went back to Texas and is buried in the state he was so proud of. My other neighbor was from Orange Texas, right next to Louisiana.

I have family ties to Indiana and grew up there, I miss the scenic areas in southern Indiana but my husband is used to the hot weather in Taiwan and would not be able to adjust to snow and ice. I have more family in California, Alaska and Maine. When I was working we lived in California and I loved the beaches, not being allergic to anything there and multiple cultures. The only problem is not being able to afford almost all of California!
