I've had exactly this before and it was due to dehydration. Doctor proscribed something to help hydration in the brain, I never took it but that did give me the idea to drink a ton of fluids before masturbating or sex and that does help. I've had it a couple times since and both times when I forgot to hydrate beforehand.
