Collen I read the article and seems like the US has screwy rules. Its OK at the state level but not the federal level so going across the border with the stuff would cause a person allot of trouble. US legislature at the federal level is antiquated and does nothing to help people in need. My understanding there is a strong religious lobby dead set against in the USA and the politicians are afraid of hampering their votes so they pander to that sector of the community.
