Yes, it can be a fluke or the first indication of recurrence. Depending on how concerned you are can get another test in 4-6 weeks. Should get another one in 3 months to get a better handle on the PSA trend.

@jim18 Thanks! Yes, I plan on getting another one in 4 weeks time. I wonder if anyone on here had such a jump that turned out to be nothing.
