I have a rheumatologist that diagnosed me at Mayo Clinic in Onalaska, WI. I want a second opinion from a rheumatologist at Mayo Rochester. They told me I need to see someone in Wisconsin.

@julie0292 I can't speak directly to your situation, but I know that Mayo Clinic in Rochester receives more requests for service than they can handle in some departments. Perhaps they feel your situation can be managed in a more timely manner locally?
It is also possible that your insurance may cover a local clinic, but not the one in Minnesota.
Was your request declined when you contacted Mayo Rochester directly, or did you ask the local Clinic to refer you ?
