I think it might be to medication’s. There are some medications that require required strict monetary, and your state needs to be in charge is what I was told

@minnesota10 same is the case in Canada. Each Province is under a provincial health insurance plan and medications, tests, procedures, etc. have to be approved by the respective provincial government.
