I use whatever helps reduce chapped lips on my lips. It often is NOT water based. I avoid open flames and have never had an issue.
I only use water-based products in my nose because of danger of potential limpoid pneumonia from petroleum-based products. You can check with your O2 provider and/or your lung doc for more guidance.
