Minnesota is much more safe than Florida; better overall medical facilities; much better political climate; population nickname is "Minnesota Nice!" I have spent much time in both states and would never live full time in Florida. HOWEVER, having said all of that, the best answer to your question is above from Volunteer Mentor, Laurie! Wherever you end up I wish you and your son much luck and love!

@mikead63 Right, be careful about doctors in Florida!
when I was living in Southwest Florida I went to a Periodontist who put me in the hospital for a week with C-diff. he gave me ten days of antibiotics for a procedure that I did not need. And it turned out he WAS NOT BOARD CERTIFIED. He just liked to practice periodontics.
