I don't know what location you are in or insurance program you may have, but my insurance has not covered cetirizine hydrochloride (Zyrtec) in many years. I've been purchasing it over the counter at a drug store or online for a long time. I get the generic, so while it still has a cost, it's not a huge cost like a brand name inhaler, and it really helps me.

Do you have the ability to get the cetirizine hydrochloride you mentioned dulled your pain? Have you found any other things you can do or take that help you with the headaches when you get them?
