That could be but the park has many places were they can be in private. In fact all one would need to do is duck into the surrounding woods for a smoke. Of course they would have to walk back to the complex. These people are just plain lazy! Or now that I think about it, it's that they are also so defiant and inconsiderate. They are trying to make it their territory so they can do whatever they want, when they want. That's not going to happen here!
