A few years ago I actually had neighbours living below me that were barbecuing in their unit, can you imagine watching your apartment filling up with toxic fumes at night when they did this most often. I reported them several times but by the time they came in to check on them it was too late. I finally got lucky when a temporary superintendent was on duty and he literally sat outside waiting and watching them, finally he caught them and put in a full report. Thankfully he got them evicted, he was truly my hero, it also turned out that the tenants were living here illegally, someone else owned the unit but he sublet it to them without the landlord’s knowledge, this is not an uncommon situation.

Yes. A similar situation happened to someone I know. It's common for renters to illegally sublet or allow guests to move in without the landlord knowing. In my case the maintenance people must have seen and smelled the smoking by numerous people associated with one apartment but as of now it still continues.
