It sure is! That's why, when faced with an unusual question like this, I jump into research mode, looking for actual studies of the substance or device in question. Fortunately, when I looked in scholar.google.com, it cam up with the latest - the retracted article.

Just a side note - there are a lot of theories out there about inhaling or nebulizing unusual substances. I don't have COPD, but I do have Bronchiectasis and Asthma, so I am always wary of putting anything else in my fragile lungs. And I always look for medical research, not people or websites promoting a product. You can see how easy it is for even the researchers to "get it wrong" on the first try.
