The caution says specifically that purified, filtered or otherwise water from municipal water supplies should not be considered safe. I don't have the links right now as we're on the road, but I'm sure it has to do with inconsistencies in processing. Very fine filters and sophisticated sterilization would be required. Spring water, on the other hand comes out of the ground pure and makes a short trip into the bottle.
