rights in health

I was to be flown to a hospital in Nashville tn and it had already been arranged. When I arrived at the hospital via ambulance, the helicopter set down two minutes later. I had just left my pcp office. Then just as I WAS PUT ON A STRECTER FOR THE FLIGHT THE er DOCTER STOPPED IT. Can they do that? Does anyone know or had this type of experirnce? Sick&tired
