What country do you live in? I am aware of no such law in the U.S., only recommendations.

@grandmaj5 I thought the same thing myself, but then someone on Connect sent me an article that informed me it was a suggestion. There are no government orders to get off of benzos. It is up to the discretion of the doctor what to do, but the government has informed doctor's that studies have shown benzos may cause physical problems in the elderly.
I believe that doctor's did not always know the full effects of a medicine many years ago. Side effects can be added as people experience them, thus adding to the knowledge of what the drug can do. Problems that show up with getting off of a drug can then lead to the dilema of either getting off with lots of problems or leaving things as they are. My mother took benzos and later on she developed a bad heart due to other reasons. The doctor thought going off benzos would be worse than staying on them.

I still take my antidepressant. I find that having the right dose for that controls my anxiety. I also try to deal with any stressors as soon as I can.

@helenfrances I do not remember exactly but I was at 1mg for about 15 years and then at 1.5 for a few months. I actually went up to 2 for a few weeks before tapering off. I changed doctors and he wanted me off so I did. I was in my mid 60s at the time.

@sears I successfully tapered off of Klonopin which is a benzo. I did not do any of the fine gradations. I went from 1.5 to 1 to 0.5 and did not have any problems. I took about 2-3 weeks between changes.
