What do you mean by this? I have heard of bones/joints doing this but not the ileo-tibial band. What are the symptoms? How long ago was the surgery, and when did it start? Have you talked to the doc or PT?

I saw a surgeon yesterday.
He said the scar where they cut through the itb hasn't healed properly .Am getting an MRI and ultrasound done.

Good news. That should give them some idea of next steps. My thigh muscle was damaged by heavy metal poisoning and took well over a year to mostly recover. It never has completely returned to its original state.
