Birth defect

My sister just gave birth to her first baby who had normal heart tones during the entire birth, which was induced at 41 weeks. He was not growing well during the last two months but weighs 6Ib. He was very active in her stomach but was lethargic at birth after cutting of the cord. He has been in an incubator since birth and is fed through a tube. Heart, breathing, and I think brain appears okay. He is moving legs but arms are limp and all his reflexes are poor. It has been four days and a bunch of tests are being run but the doctors have no clue what is wrong with him. Grateful for any input or experience anyone would share. Family is terrified because my sister lost three pregnancies before this one.
