Anyone know how inflammatory breast cancer presents at first?

A relative has fluid in one breast; same breast nipple is somewhat thicker and darker color. One incident of breast flushing and that did not happen again.
She has had diagnostic mammogram and sonogram. Being put on an antibiotic but no recommendation of a biopsy.
