You have an absolute right under law for captions. Here is the link to file a complaint. I tried to file a complaint to the FCC and the only questions they ask is what day, what time and what channel did you experience problems. Every minute...every day....every channel. Is the FCC being paid off by directv to not comply. Millions of deaf and hard of hearing are frustrated and we are all forced to put up with closed captioning that as far as I'm concerened is nonexistent. Directv just blames others for the horrible closed captioning, but they sure make sure that you pay that$130.00 bill every month. Best bet for the deaf and hard of hearing is cancel all tv and might as well just start reading books.
